the idea that human beings are by nature social, and that also means
that we, as human beings, are particularly vulnerable in our social
relationships because that is the domain of our suffering and our
happiness. So when we are deprived of normal human contact, there is
suffering and loss, as we can see in institutionalized children.
This is where ICDP comes in to restore and revive normal human
caring interaction. And this does not only apply to care for babies
and young children, it applies at all levels of life from babies to
youth, adults and elderly - we are all living in relationships with
each other, and the quality of these relationships decides how we
feel, cope and develop. Therefore ICDP is in principle applicable at

International
Child Development Programme began developing in 1985 but an organisation
was not founded until 1992 when we registered as an international
NGO, in Oslo, Norway.
The ethos of
ICDP is to provide for human care by activating empathy and education
of both caregivers and their children. We aim to implement recent
knowledge from scientific research in child development for the
benefit of disadvantaged and neglected children. Our work is based
on the principles that are laid down in the UN Convention on the
Rights of the Child. ICDP may participate directly or indirectly
in activities run by other humanitarian organisations having corresponding
objectives.
In 1993, the
psychosocial intervention programme developed by ICDP was evaluated
by the Division for Mental Health of the World Health Organisation
(WHO) in Geneva. The programme was later adopted and its manual
published as a WHO document. Close cooperation with UNICEF has been
established in several countries, particularly strongly with UNICEF
Colombia.

STATUTES
Section
1 OBJECTIVE
International
Child Development Programme (ICDP) is a private foundation, the
object of which is to work for the healthy development of children
and youth worldwide. ICDP may participate directly or indirectly in
social activities run by other humanitarian organizations having
corresponding objects.
Section
2 BASIC CAPITAL
The foundation
was established on 6 January 1992 with a basic capital of NOK 50 000
donated by Karsten Rukman Hundeide, Henning Rye, Wilbert Verheyen,
Nicoletta Armstrong, Amund Markus Hoff Berge, Pedro Icksan Mèndes,
Teresa Irina Mèndes, Luciano Hamid da Silva and Pnina Klein. NOK
10 000 of the basic capital shall not be touched; the rest may be
used for the objects of the foundation.
The current
ICDP International board members are: Karsten Hundeide, chairman,
Nicoletta Armstrong, Santana Momade, Penelope Villar, Virginia
Thomas and Stephen Solat. Advisors: Annelie Waldau, Marianne
Fjetland, Finn Godrim, Henning Rye and Ammund Markus Hoof Berge.
Section
3 THE BOARD
The Board shall
consist of a chairman, secretary, treasurer and up to four members.
Deputy board members may also be elected.
The Board shall be
elected by majority vote of the persons mentioned in Section 2 for 4
years at a time. Alternations in the composition of the Board may also
be resolved during an election period. In the event of a parity of
votes, lots shall be drawn. The Board shall function until a new board
has been elected. The auditor shall be elected in the same manner.
The Board shall
administer the foundation’s assets in the best interests of the
foundation’s objects, directly, or indirectly via other organizations.
The Board may employ personnel and shall otherwise exercise general
supervision of the foundation’s operations in compliance with No. 59
of the Norwegian Foundations Act of 15 of June 2001.
The Chairman of the
Board or the Secretary in his absence shall convene and chair board
meetings. Board meetings shall be convened by at least 14 days’ notice
as often as work tasks necessitate this or if two board members demand
that a board meeting be held. The Board forms a quorum when more than
half of its members are present.
The Board shall
keep minutes of the board meetings. The persons mentioned in Section 2
may demand to see the minutes.
Section
4 ACCOUNTS AND AUDITING
The Board
shall ensure that accounts are kept that shall be audited by a
chartered accountant, and that comply with Chapter 5, No. 59 of the
Norwegian Foundations Act of 15 of June 2001. The accounting summary
shall be included in the board meeting minutes and sent to the
persons mentioned in Section 2.
Section 5
A dissolvement
of the Foundation is to be done in accordance with Chapter 6, No.59
of the Norwegian Foundations Act of 15 of June 2001. In this event
any assets owned by the foundation after its liabilities have been
settled shall be transferred to Susila Dharma International
Association (SDIA) for the use in accordance with Section 1 of the
Statutes.
